Andre's educational journey began with his graduation from Central High School in the Helena-West Helena School District in 1988. Building on his passion for Social Studies, he pursued a Bachelor of Science in Education from the University of Arkansas – Fayetteville in 1993. The culmination of his academic pursuit came with a Juris Doctorate from the Robert Leflar School of Law at the University of Arkansas in Fayetteville in 1996.
In the legal arena, Andre has navigated a remarkable 27-year journey, specializing in general law with a particular focus on personal injury cases, including car accidents, 18-wheeler accidents, and slip-and-fall incidents. His expertise extends to domestic relations matters, covering child support, divorce, and child custody. Additionally, he manages various legal aspects such as wills, trusts, estates, deeds, and other land transactions.
Noteworthy is Andre's extensive service as the City Attorney, a role he has fulfilled for multiple cities. He has been the legal backbone for the City of Helena-West Helena for an impressive 21 years, the City of Parkin for 21 years, and has provided legal support to the City of Widener, City of Cotton Plant, City of Sunset, City of Forrest City, and the City of Marianna.

In September 1999, Andre married the love of his life, Keshia Nunn. Both Mr. Valley and Mrs. Keshia Nunn-Valley are lifelong residents of Helena-West Helena and proud parents of one daughter, Chloé Abigail Valley.
In 2012, while actively participating in and being a lifelong member of First Baptist Church in West Helena, Arkansas, Valley answered his call to ministry.
In 2018, he assumed the role of Pastor at New Light Missionary Baptist Church, where he continues to serve.
